Paladin recognizes that establishing infrastructure is just one facet of the water industry. When a community has more than 15 connections or serves over 25 individuals, it's categorized by the EPA as a public water system. Consequently, the Developer's utility structure determines the service provider's nature, whether community-owned (mutual) or privately operated. In the latter case, the provider is subject to regulation by the Public Utilities Commission.

Paladin aids Developers in shaping their businesses to enable them to divest assets and depart from the utility sector. Our expertise extends to various operational approaches for water, sewer, and reuse systems, acting on behalf of Developers to oversee all system management aspects.

Options for Developers seeking to exit the utility business are somewhat constrained. The typical route involves transferring system ownership to the municipality without compensation. However, recent legislative changes have made this process progressively more challenging. An alternative is to establish a Homeowners Association (HOA) or Mutual entity, with the Developer ultimately relinquishing responsibility to that entity at a later stage. Paladin's value lies in constructing systems that hold appeal for investor-owned utility service providers, facilitating asset sales. This grants Developers the confidence to hand over utilities to professional service providers with a financial return on the capital invested in system construction.
