Bill Skinner boasts over three decades of extensive experience, seamlessly navigating both the private sector as a land use consultant and the intricacies of municipal government. During his remarkable career, Bill has held pivotal roles as Department Head, Assistant City Manager, and City Manager. His expertise spans a broad spectrum, encompassing project management, environmental compliance, and development, spanning both public and private sectors. This comprehensive background, coupled with his exceptional planning abilities and astute political awareness, has propelled numerous projects toward approval and eventual construction.

Bill's skill set encompasses economic and community development, infrastructure planning, fiscal impact analysis, and financial assessments. Furthermore, he has an extensive working knowledge of environmental analysis and processing, serving both the public and private sectors. His proficiency extends to crafting critical documents such as Environmental Impact Reports, Initial Studies, Mitigation Monitoring Programs, Findings of Fact, Project Opportunities and Constraints, and Land Use Feasibility Studies. Additionally, he excels in ensuring compliance with the National Environmental Policy Act (NEPA) for various Federal Agencies, including HUD, FHWA, FAA, and USDA.

In the realm of municipal governance, Mr. Skinner's expertise is unparalleled. He has successfully overseen and managed all facets of municipal government activities. His purview includes public works project management, meticulous document preparation, and rigorous mitigation monitoring. His capabilities extend to engineering projects, encompassing roads, utilities, water, wastewater, and stormwater management. Moreover, he has a proven track record in budget preparation, municipal transit system operation, and managing vital departments such as the Police Department, Fire Department, and City-operated correctional institutions.

In recent years, Bill has effectively expanded his business endeavors to include assisting a prominent Class A utility in the development of its water and wastewater ventures across California. His profound understanding of water-related issues in the Central Valley and his comprehensive knowledge of the California Environmental Quality Act (CEQA) make him an invaluable asset in this field.

Notably, Bill Skinner is the President and owner of Catalyst Consulting & Acquisitions, Inc., a highly regarded Planning Company that enjoys widespread acclaim among developers throughout California.

Bill Campbell is a British-trained Civil Engineer who ventured into Environmental Engineering after successfully overseeing the construction of numerous highway and tunneling projects in the UK. With a career spanning both the public and private sectors, Bill has gained recognition for his exceptional expertise in wastewater management.

As he continued to hone his skills and knowledge, Bill took on pivotal roles in various public municipalities, where he effectively managed external workforces. During his tenure as County Waste Disposal Officer, he achieved a remarkable feat by privatizing the waste management disposal services for the County of Northumberland.

In a groundbreaking partnership, Bill assumed the role of Public Works Director for a subsidiary of Suez, SITA (GB), in a unique Public-Private Partnership (P3) with a large municipality. Suez is renowned as Europe's largest waste management company. Bill's visionary leadership transformed the public works directorate into a competitive and profitable enterprise.

During his time with Suez, Bill was entrusted with the acquisition of multiple waste management companies and played a pivotal role in the senior acquisitions team at Northumbria Water. He holds the distinction of being a graduate of L'Institut, Suez's prestigious executive development program.

Later in his career, Bill made the significant decision to immigrate to the United States, where he joined the ranks of the third-largest investor-owned water company in the Western United States. In this capacity, he took charge of expanding the company's operations into wastewater management and oversaw its expansion into two new states, New Mexico and Hawaii. His contributions extended to identifying and acquiring utility companies across various states, with a particular focus on California.

Bill possesses a wealth of experience in both regulatory and non-regulatory aspects of water and wastewater utility business operations. He is widely acknowledged for his innovative approach to acquisitions, backed by his expertise as a financial analyst and trained negotiator. Bill Campbell's professional journey is a testament to his exceptional leadership and pioneering spirit in the field of environmental engineering and utility management.
